Job Advert Summary:
The SCM Contracts Manager is responsible for ensuring that contractual obligations are met by both parties (Rand Water and its suppliers), services are delivered efficiently and commercial risks are identified and managed efficiently and effectively; in relation to contracts emanating from the SCM process.*
Minimum Requirements*:

  • NQF 7 Qualification in Supply Chain Management, Business Studies, Commercial Studies or Legal Studies. - Minimum 2 years in a management or supervisory role. - Minimum 4 years’ relevant working experience. - Eligibility to be registered with the Chartered Institute of Procurement and Supply (CIPS)*
    Primary Duties    *:

  • Standardization of contracts awarded through the SCM process including management and quality assurance of the SCM contract repository - Ongoing review of contracts - Primary advisor for supply chain on issues regarding internal and external parties questioning contract compliance issues - Liaison between user departments and SCMD to initiate renewal actions on current contracts and/or terminations - Manage the SCMD contracts process; ensures attention to detail and accuracy of contracts monitors for supplier and user compliance by developing a tool for tracking contract obligations and deliverables; advises staff in pre-award contract reviews and subsequent reviews - Oversee all contract amendments and variations - including scope variations, extension of contract periods, renewal and others*
    Knowledge:
    Knowledge of the national SCM regulations i.e. PFMA, PPPFA, CIDB best practice etc. and understanding of the FIDIC (and NEC3) suit of contracts - SCM Practices and Procedures - Project and programme management principles and procedure - Contract and Financial Management - Quality Management - Risk Management - Audit Knowledge
