The Proposal Procurement Lead (estimator) is responsible for determining the current/expected material costs of company's supplied equipment to establish the budget during execution of the project:
- Work in conjunction with Category Managers, Bid Management and Sales to develop the best and optimized cost strategy for Projects
- Lead the execution of the cost strategy utilizing quotations, vendor contracts, material costing database, cost standards and historical data
- Develop and maintain cost standards to assist in future costing
- Develop and maintain files and records of current costs of equipment, products and components
- Evaluate risk and contingencies to be included in proposal material costing
- Review existing contracts to compare estimated versus actual costs
- Calculate the procurement labor budget to execute the project
- At project award, communicate to the execution team the costing strategy to be followed
- Develop technical skills by involvement in trade publications and industry groups
- Develop and maintain familiarity with current and expected market conditions that affect costs
- Maintain skills for utilization of Company software, such as: Microsoft Office, and SAP
- Adhere to the Company Values, Ethics, and Safety Policies.
Skills and Abilities:
- Bachelors Degree in Engineering - Work experience can be substituted for additional education
- Business English knowledge
- experience as Mechanical, commercial engineer, project management and or procurement, supply chain background
- Above average mathematical skills and mechanical aptitude in an engineering environment
- Possess communication skills, both written and oral
- Analytical and problem solving skills
- Solid understanding of costing methodology
- Ability to read and understand engineering drawings, fabrication drawings and specifications
- Ability to perform weight and material take-offs from process equipment drawings
- Capable of working independently, prioritizing, multi-tasking, and organizing
- Ability to set goals and meet deadlines
- Ability to justify costing decisions utilized
- Flexible and adaptable to ever-changing priorities
- Above average water treatment or manufacturing environment knowledge
