Work Description

The Monitoring and Evaluation Advisor will work closely with and the National Department of Health Operation Phuthuma directorate. S/he will report directly to the Regional Director for Continuous Quality Improvement to support all Monitoring and Analytics support within the Bill and Melinda Gates Foundation Quality Improvement grant.

Technical Work Responsibilities

  • Data analytics: Conceptualise, conduct and oversee data analytics to support programme review, adjustment and improvement; proactively identify potential risks / challenges and actively communicate and report to technical leads for corrective actions
  • Report Externally to Funders: Monitor routine performance information and compile monthly, quarterly and annual reports in compliance with funder requirements
  • Monitor and Track Work Plan Progress on key indicators and performance across divisional programmes
  • Manage the M&A team: Ensure that team members have a clear understanding of their work / role descriptions, targets and goals to perform their functions; effectively manage employee performance and create opportunities for personal growth and development.

Responsibilities will include:

  • Working with standard M&E elements such as indicators, targets and logic models in the HIV and TB programme (HAST).
  • Provide technical assistance on data analytics, reporting and data utilization for decision making to the district, sub-district and facility levels through coaching and training.
  • Promote a culture of data usage and evidence-based decision making for continuous quality improvement through feedback, training and capacity building activities at province, district, and health facilities nerve centre meetings.
  • Conceptualise and conduct data analytics (routine and ad hoc) required by stakeholders to enable data-driven decision-making and programme improvement.
  • Directly contribute to the design and lead implementation of the Operation Phuthuma data for improvement workshops.

YOU SHOULD HAVE:
Qualification

  • Relevant Master’s degree (MPH, Health, Statistics, Epidemiology, Population Studies)
  • Post-graduate qualification in Analytics or M&E would be advantageous.
  • Exposure to Quality Improvement methodology will be advantageous.

Work Experience:

  • 4 to 10 years related experience or equivalent combination of education and experience in public health related monitoring and evaluation programmes
  • 2-5 years’ experience with NIDS monitoring and reporting indicators, processes and systems (DHIS & Tier.Net) is desirable.
  • A love of data, plus excellent report-writing skills, ability to synthesize and present large amounts of information in an engaging format.
  • Ability to collaborate with cross-functional teams, follow up with teams for inputs, demonstrate persistence and creativity to get required inputs on time.
  • Ability to work accurately under pressure, meet deadlines and handle multiple concurrent reporting demands.
