Responsibilities:
The Consultant shall provide the Services with reasonable care and skill and suitably qualified personnel (as stated below), in accordance with the provisions of this Scope of work. The Consultant will provide and manage Technical, Economic, and Strategic Advisory Services and this will consist of the Consultant’s personnel and where required supplemented by personnel from other service consultants/specialists.
Consultant will be required to provide all of the following services for this Task Order:
Provide rail management input to the determination of appropriate engineering maintenance regimes and activity volumes for plain line rail and S&C assets in accordance with company policies, standards and specifications including the development and agreement of inspection, testing and maintenance programmes. Providing necessary assistance to determine compliance with suitability and robustness of maintenance regimes.
Provide a comprehensive rail management support service throughout the whole business as and when required. Monitor and strive to improve the technical competence of engineers, welders, testers and inspectors associated with rail management.
Manage and direct rail management contractor teams to achieve business and functional objectives and meet key performance measures, including the monitoring of staff competence. Undertake an agreed programme of staff surveillance, work quality and asset condition checks.
Provide technical briefings associated with rail management to all staff involved with rail management in order that the purpose, as well as the content of standards, specification, etc. is understood.
Review and monitor progression of potential improvements to rail management techniques and provide feedback to the originators.
Carry out asset condition inspections, particularly of S&C, that will inform the track asset condition database and the renewals work bank. Lead initiatives, as directed, to improve the condition of the assets.
Participate in, and lead as directed, rail management activities in support of the assurance processes including audit programmes and engineering verification.
Monitor the reliability and performance of S&C assets and instigate, lead and participate in the implementation of corrective actions to improve as required.
Participate in investigations of incidents as required.
Contribute to the development of revised standards and policies relating to rail management.
Job Skills, Experience and Qualifications Essential
- Subject Matter Expert in either Rail Welding & Grinding or Non-Destructive Testing (Ultrasonic).
- 12+ Years of Experience in a similar role
- Substantial rail management engineering experience including the management of testing trains
- Construction, Designing and Operations experience is essential
- Must have experience in Designing of railway tracks
- Should have good experience in training / mentoring
- Relevant technical competence in all rail management processes and techniques.
- Membership of relevant professional institute(s)
- Detailed knowledge and understanding of the maintenance of track assets
- Sound knowledge of the relevant technical, safety and maintenance standards and procedures.
- Sound knowledge of other functional disciplines within railway engineering
- Knowledge of the operational railway environment
- Good interpersonal, influencing, communication and organization skills
Desirable
- Knowledge of coaching / mentoring techniques
Experience in undertaking engineering assurance activities, including competence assessments.
