Sr. HSSE Advisor

Roles and Responsibilities:
Support Projects HSSE Lead with leading Construction HSSE Team

Develop the relevant projects HSE Documentation (including Plan and Procedures) and keep it current, and review similar plans and procedures from Contractor Partners.

Carry out the Prequalification / Green Banding assessment for new bidders

Support Contractor tendering processes: development of project scope for Contractor Technical Pre-Qualification, Tender Technical Evaluation, Face-to-Face clarifications ensuring all engineering designs, drawings / project deliverables comply contractually.

Provides HSSE insights in construction meetings like Construability reviews, 3D Model reviews, SIMOPS review, HAZID review, daily WAR Room, and regular construction meetings

Co-facilitate the CHAZID session along with Technical HSSE

HSSE Resource management (Verification of site HSSE resource allocation, competencies and performance in assigned area of responsibility. Monitor newly mobilized HSE personnel. Provide mentoring and promote development of HSE personnel, budget arrangement for HSE programs)

Leading the investigation of Incidents; Classification of Incidents; maintains the investigation related documentation; tracking the actions for the timely closeout; developing Incident Trends; Developing Lesson learned alerts and sharing amongst the end users

Provides support (coaching and mentorship) to Contractor and Subcontractor investigation team for the incident investigation process and participates in relevant investigations

Conduct Incident deep dive on periodic basis to identify the trend and develop the prevention strategies accordingly

Establish the HSE Management systems like plans, procedures, KPIs, Training Plans, Campaigns

Develop Yearly HSE Activities Schedule and monitor it regularly

Review and update the KPI’s and Gantt Chart on monthly basis

Plan the periodic HSSE Audits of Contractor partners on various topics to assess their level of compliance

Provides oversight in field for newly onboarded Contractors, specialized contractors and Vendors, to verify understanding and compliance to project HSSE requirements

Monitor site HSSE programs and safe work practices, and review and evaluate data/ information/ systems as required.

Provides oversight and guidance to the project management team about the HSSE and Regulatory requirements of QSGTL, RLIC and Labour Law regularly.

Facilitate the workshop on various topics like Investigation skills, JHA/RA developing techniques, Goal Zero Interventions

Organize and coordinate the worker welfare initiatives like Camp Engagement, Camp welfare walk, Mental health campaigns

Review the HSSE Readiness registers, Project specific HSSE Bridging plan, Traffic management Plan, HIRA, HRA for each project under portfolio

Conduct deep dives on worrying concerns/ repeated issues and present the report for management review.

Support and promote the We Care program which leading the cultural changes in the organizations (We Care Steering committee member)

Organize and facilitate Goal Zero LT Meetings on monthly basis

Organize and facilitate Quarterly HSE Performance review Contractor partners

Competency assessment of Contractor’s HSSE staff before mobilization

Organizing the regular competency assessment of frontline workforce on various HSSE topics

Plan and organize HSSE Incentive programs

Organize the monthly HSSE Forums (with Supervisors; HSSE advisors; We Care Coaches), Stand Up for Safety, Milestone celebration

Leading HSSE talent development and directing team management through leadership and mentoring.

Identifying training needs for discipline personnel and ensure that the training program is timely delivered

Promote Take5 and Step7 programs

Assess the specialized work activities and develop the additional training materials wherever required.

Participate in HSSE events like Dark Corner walk down, Drop Hunt, IHSE Meetings, Safety Walkdowns.

Education, Skills & Experience:
BSc., University in Mechanical / Chemical Engineering or equivalent

Experience and Skill set

Minimum 10 years’ experience in Oil and Gas Industry

Minimum 5 years’ experience in Brown Field Oil and Gas related project delivery with background in HSE, Construction, also in SIMOPS

Supervisory experience

Minimum 5 years experience in Brown Field Oil and Gas Project Delivery as an Umbrella Contract Sr. HSSE Advisor

Strong influencing, interpersonal and team leadership skills.

Courage to intervene and challenge status quo;
Strong writing and computing skills;
Fluent English language skills

Previous experience in developing and implementing HSE Managements Systems.

Previous experience in implementation of effective business processes to manage a (safety) culture change.
