  • Administers subcontracts and major purchase orders, prepares RFPs/RFQ, IFB’s, bid analysis and USG consent packages for in support of the Ministry of National Guard-Saudi Arabia National Guard Modernization Program. Administers subcontracts and purchase orders from inception through close-out. Coordinates with internal customers to ensure the performance of subcontractors and supplier performance are closely monitored and are in accordance with the subcontract and purchase order terms and conditions. Participates in joint management teams as the Vinnell Arabia representative.Major Duties and Responsibilities

A. Duties/responsibilities:
1. Serves one of the key members of the subcontracts and procurement administration team who will be tasked with managing Vinnell Arabia’s Operations & Maintenance and life support Subcontracts and other subcontracts as required in support of the SANG-MP and major procurement actions as required.

  1. Participates in joint management teams with OPM, SANG, subcontractors, and other parties as required.

  2. Prepares Request for Proposals/Quotations, Invitation for Bids and coordinates with Vinnell Arabia and SANG Engineers to ensure the statement of work is contractually sufficient and adequately reflects Vinnell Arabia intentions.

  3. Prepares Bid Analysis, Cost and Prices Analysis, USG consent packages, change orders, and administers subcontracts and purchases or other procurements through close-out as required.

  4. Coordinates closely with quality assurance personnel to ensure all subcontracts and purchase order terms and conditions are properly monitored.

  5. Must be very customer service focused.

  6. Must be very detailed oriented and must be pro-active.

  7. Perform other procurement function related activities as may be assigned by the Manager, PSD.

A.
Education Level:
Bachelor’s degree from an accredited University (preferred but not a must). Relevant work experience in the procurement field will be considered over a bachelor’s degree.B.*
Experience:
A minimum of three years to five years of experience in preparing and administering purchase orders and subcontracts. Experience in a USG contracting, or procurement role is desirable.C.*
Specific Knowledge, Skill, and Ability Requirements:

    1. Knowledge of FAR, DFARS. Ability to communicate fluently in English, both orally and in writing. Computer skills; Microsoft Word, Excel, and Power Point at a minimum
