Background:
The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence
- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.
The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic institutions and processes, human rights, tolerance and non-discrimination, and Roma and Sinti issues. ODIHR's assistance projects and other activities are implemented in participating States in accordance with ODIHR's mandate.
The Psychologist, in close collaboration with the Senior Psychologist in the OSCE Secretariat, works on the preservation and promotion of occupational psychological health, providing frequent support and emergency psychological interventions, assisting in drafting and overseeing implementation of mental health related surveys, risk assessments and strategies, return-to-work accommodations, and the dissemination of mental health related information, awareness raising campaigns, technical project advisory workshops on coping skills as well as individual counselling sessions to OSCE staff/mission members.
Tasks and Responsibilities:
Under the direct supervision of the Second Deputy Director as a first-level supervisor and the ODIHR Director as a second-level supervisor, the Psychologist is responsible for:
Performing individual assessments and support for OSCE staff/mission members, other personnel contracted by the OSCE, teams and units experiencing personal and/or interpersonal difficulties and/or presenting mental health-related symptoms or syndromes; assisting in performing risk assessments and fit for work exams;
Participating in drafting and overseeing implementation of OSCE mental health related surveys, and implementation strategies;
Supporting the planning, developing, and delivering OSCE training sessions on Psychological First Aid / Peer to Peer Support /other mental health related topics, as well as contributing to awareness raising campaigns for staff and mission members;
Assuring, in conjunction with the OSCE Secretariat’s Occupational Safety and Health unit, a continuum of services (referral, short-term supportive intervention, acute interventions /critical incident management) to staff/mission members and other personnel contracted by the OSCE;
Managing and liaising with national mental health professionals and other psycho-medical resources.
Necessary Qualifications:
First-level university degree in clinical/occupational psychology;
Additional training or certification in a relevant field would be an asset, such as: critical incident stress management (CISM), trauma risk management (TRiM), hybrid and tailored post incident procedure (PIP), conflict resolution, alcohol/substance abuse, cross cultural psychology or psychiatry, etc;
A minimum of 6 years of relevant, diversified and progressively responsible professional experience;
Experience in employee assistance programmes or organizational culture interventions;
Experience in development of training materials, evidence-based (risk) assessments and mental health related surveys;
Experience in counselling, training, support and provision of peer-to-peer mental and behavioural health support programs working in large organizations/corporations;
Clinical experience in dealing with a wide range of mental disorders and illnesses as coded in the ICD10;
Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet;
Professional fluency in both written and oral communication in English;
Knowledge of languages spoken in countries where OSCE is present would be an asset.
Remuneration Package:
Monthly remuneration is approximately EUR 6,900 depending on post adjustment and family status. OSCE salaries are exempt from taxation in Poland. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. The Organization contributes an amount equivalent to 15% of the employee's salary to this Fund and the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System.
Appointments are normally made at step 1 of the applicable OSCE salary scale.
