Job Purpose: Analyses and executes the full contracts cycle for Operations at SOHAR Port and Freezone, follow-up contracting policy, processes, and procedures to enable smooth operations of all other departments while ensuring customer satisfaction (by ensuring timely and quality procurement) at optimal cost. The Contracts Engineers responsible of handling all pre-tendering, tendering, post award, and contract execution support for all projects related to SOHAR Port and Freezone in order to minimize risk and protect the interests of the Company.
Key Responsibilities:
Contract Management:
- Contribute to the development and implementation of departmental policies, systems, processes, procedures, and controls, and continuously identify and recommend improvements while ensuring compliance with the group guidelines, international/local standards, and relevant legislation.
- Execute the full tendering cycle from strategy stage to post-award and carry out the contract.

- Review and preparation of a comprehensive Scope of Work and Evaluation Criteria, developing suitable pricing structure, preparing Bill of Quantities, preparing Tender Documents with suitable conditions, and ensure that company policies and procedures are adhered to.
- Coordinate with other Units to collect and analyze all contracts, check the synergy between them, and unify the common ones before starting tendering processes.
- Support tendering activities and contract management activities in alignment with the organization's policy and code of ethics to ensure the right contracts are in place to deliver value to internal customers.
- Ensure the validity of existing contracts and liaise with Contract Holder/Owner for decision way forward i.e extension, floating new tenderetc
- Respond to all clarification requests during the tendering period.

- Conducting strategy workshop, formulate and advise suitable tendering strategy depending upon the scope, value, type, and time schedule. Obtain relevant parties and committee’s approval for the strategy.
- Selection of the right form of contract and preparation of the terms and conditions as part of the overall tender documents to ensure that the same adequately protects the interests of the company.
- Carry out timely and accurate documentation and filing of the relevant contractual documents, etc.
- Build and maintain relationships with suppliers within the region to ensure positive, constructive, and cost-effective commercial agreements for the company
- Ensure timely payment to vendors and prepare the payment certificates.
- Continuously update the tracking tool with the latest tendering/contracts’ information and details.
- Collaborate with the ICV team to ensure that In-Country Value (ICV) are in place wherever it’s applicable.
- Work closely with other Units on the implementation of Procurement Plans.

- Report on contract specific indicators and KPI’s to relevant stakeholders within the procurement unit.
- Prepare the results of all commercial evaluation of bids as per established evaluation criteria in a fair, transparent, and accurate manner.
- Prepare and finalize the contract agreements.
- Ensure vendor performance in line with contractual agreements.
- Deal with issues arising during contract execution which result in disputes to be solved. Implement effective dispute resolution techniques.
- Contract compliance for contracts including the monitoring of SLAs with vendors and ensuring contractual obligations are met.
- Support stakeholders by giving advice on claims related to Operation vendors for early resolution
- Prepare analysis, reports & presentations and provide any other assistance as and when required.
- Any other assigned duties from time to time.

Minimum Qualifications, Experience & Skills:
