Purpose of the job:
The Regional Operations Manager:
- Must ensure Operational integrity for his/her stations in the region by strictly complying with safety and security regulations, following procedures and regulations established in the operational and safety manuals in force.
- Manages quality standards in the stations in order to ensure customer satisfaction, controls cost at lowest possible level and optimize aircraft (and if applicable: truck) capacity, contributing to customer satisfaction and maximization of load factor.
- Is the representative of Operations in the Management Team of the market. He/she is responsible for maintaining constant communication, either directly or via Local Operations staff, with Sales and Distribution, Customer Service, Local Authorities and suppliers.
- Is part of the roster planning and performs tasks related to flight operations for all stations in the region on a regular basis. In this capacity, he/she will be required to maintain close communication with both internal stakeholders (e.g. Sales, Customer Service) as well as with external stakeholders (e.g. GHA, authorities, suppliers).
- Is responsible for managing his/her team including all HR related aspects.
Key Responsibilities:
Management/Administration
- Structure and manage an adequate operations supervisory team for cargo Handling supervision and/or executing all or partial cargo operations activities of the Carrier(s) (Documentation, warehouse). Guarantee that own staff and/or handling companies’ staff are trained according regulations standards of the carrier.
Elements are:
- Organize on a timely and correct manner as per local HR and AOD guidelines all HR issues related to own team.
- Perform appraisal and TCP in concert with Market Manager and Carrier AOD.
- Ensure adhering local labor law and regulations.
- Support and develop the local team through training and evaluation.
- Engineering of Local Operations Procedures
- Ensure formal delegation of duties in case of absence
- Ensure full alignment with Station manager and / or Regional Station manager.
Compliance Management
- Management of Safety, Security and Customs topics.
- Facilitate and follow-up on the external, internal audits and inspections.
- Participate in incident investigation processes and implement corrective actions.
- Ensure integrity of data capture, address transmitting issues.
- Be accountable for the compliance with the Safety Management System (SMS).
Safety Management System (SMS)
- Report unsafe situation and actively mitigate risks.
- Compliance: execution and steer towards improvement with local Operations, Ground Handling company (GHA), local authorities and industries related organizations.
- Implement and maintain “5-Must-haves” principles.
- Perform and follow up on performance reviews with GHA and action items coming from audits, inspections and other relevant platforms.
- Maintain current on all relevant training in order to keep up-to-date and have a high level of standard.
- Read and understand content of all operations manual and keep up-to-date with all published changes.
- Monitoring and follow-up on inbound and outbound non-compliance issues for improvement and preventive measures with origin and Hub.
Supplier Management
- Manage and continuously improve operational quality via operating mechanisms and quality measurement systems in close cooperation with Market Manager and AOD’s.
- Make report events, SMS performance and action implementation during internal review and external meeting with supplier.
Elements of the above are:
- Monitor Supplier, staff and equipment to achieve all quality targets and to execute all working procedures required on a per-shipment and flight level.
- Take local actions to correct any deviations or discrepancies and report to AODs and Market Manager.
- Guarantee all tracking/tracing (local) monitoring requests are actioned and ensure accurate and timely response.
- Perform regular review meeting with suppliers for analyzing and taking actions against deviations and discrepancies.
Cargo Handling
- Export and Transit: Guarantee build-up plan instructions for all flights related to his station(s) / his market, based on the final booking list, which will comply with all legal and procedural regulations.
Elements of the above are:
- Loading instructions for special loads like heavy and big shipments.
- Ensuring clear loading and buildup instructions.
- Ensure check on export manifest and manage disruptions (i.e. offloads) when needed.
- Control and enforce adherence to the AFLS processes i.e. Queue treatment & creation; flight planning; reassigment of shipments when applicable.
