Chief Executive

Our client, Darndale Belcamp Village Centre Clg, a not-for-profit community based social enterprise (DBVC), is seeking to recruit a Chief Executive (CEO).

This is an excellent opportunity to lead the further development of a progressive, future focused community-based social enterprise providing for the social and employment needs of the community in a co-operative and professional manner.

The Role

The CEO is responsible for the ongoing successful delivery of the financial, operational, and strategic goals and compliance/standards requirements of the organisation, for leadership of the senior management team and the employee groups, and for building and developing stakeholder relationships including service providers, funders and the community.

The Company

Darndale Belcamp Village Centre CLG (DBVC) was established in 2001. The main work of DBVC relates to the management, maintenance and security of Darndale Belcamp Village Centre which comprises a number of buildings and green/open spaces in a prominent location in Darndale. The Village Centre is owned by Dublin City Council. A static Security Service is in place 24/7. As well as the facilities management role, DBVC also operate two other social enterprises - Golden Years Day Centre and outreach services for older people and Handy Helpers Service which carries out repair and maintenance work on the homes of older people. DBVC also operate Community Employment (CE) and Job Initiative (JI) schemes which have 105 places. Most of the schemes’ participants are assigned to smaller organisations in the surrounding area. In total, DBVC employs 100 staff currently.

Reporting

The CEO reports to the Board of Directors through the Chairperson.

The Board comprises the main Board and 3 Sub-groups (Audit, Finance Human Resources, Communities Communications and Corporate Governance Strategic Planning), and the CEO attends their meetings.

Scale and Scope of the Role

The role of CEO includes the leadership and effective leadership and management of:

  • Facilities Management of the Village Centre
  • Two other social enterprises:

  • Handy Helpers and Golden Years

  • Community Employment (CE) and Job Initiative (JI) schemes which have 105 places
  • Management Team, employees and the CE/JI schemes

The primary public funders of DBVC are the Department of Social Protection (CE/JI schemes), Pobal (Community Services Programme), Health Service Executive and Dublin City Council. The social enterprises generate a surplus through traded income which is re-invested into the services.

Key Responsibilities

Strategic Plan and Budgets

  • Work with the Board of Directors, external stakeholders, management and employees and the community to develop and implement the strategic plan for DBVC
  • Develop and propose the annual operational plans and budget to the Board of Directors
  • Provide leadership in achieving the strategic goals and plans on behalf of the Board of Directors and reporting on its progress

Board of Directors
- Support the Board of Directors and Sub-groups in the performance of their duties from a governance perspective whilst maintaining segregation between the strategic and governance role of the Board of Directors and the operational management role of the CEO and Management Team, whilst also supporting the Board of Directors in their duties, and being visionary, future orientated, commercial, and strategic also.

Vision and Business Model / Commercial Development

  • Create enhancements and improvements to existing social services; develop ideas and business cases for new commercial propositions in a social enterprise context
  • Ensure efficient and effective use of resources to ensure ongoing business model viability and sustainability
  • Lead the continuing development of DBVC’s business, services, business model / commercial development, building on the work to date and steadily enhancing it for the future

Leadership

  • Lead and develop the senior management team of DBVC to deliver the key objectives and goals of DBVC, and continuously develop a management team to lead for the future of DBVC
  • Consult with the Board of Directors in identifying positions in the Management Team essential for the successful management and organisational development of DBVC
  • Lead and mobilise the employees of DBVC to engage in the values, mission, and vision of DBVC and engage in change and development for the future.

Operational

  • Oversee the operational management of DBVC’s business streams as outlined above
  • Maintain overall responsibility for all aspects of:

  • internal and external audits, funders audits, reporting to the Registrar of Companies and Charities Regulator
  • Maintain overall responsibility for:

  • human resources, health and safety, GDPR and data protection, compliance with all regulations and laws, risk management.
