The Organizational Setting
As part of ICAO’s A41 Assembly in September 2022, a meeting was held between ICAO’s Capacity Development and Implementation Bureau (CDI), ICAO’s MID Regional Office and the CAA of the Sultanate of Oman to discuss possible areas of cooperation between the CAA and ICAO.
This Project, OMN22801, seeks to address the discussions held during the above meeting and subsequent conversations, through the provision of continued assistance with the aim to expand the areas of cooperation as required during the lifetime of the project.
The initial project scope consists of the recruitment and deployment of ICAO International Experts with the status of Operational Assistance (OPAS) as agreed, as well as the administration of their contracts, salary payments and other entitlements.
Major duties and Responsibilities
Function 1 (incl. Expected results)
Under the functional responsibility of the CAA and with coordination on administrative matters with CDI, achieving such results as:
- Inspect operators’ facilities at airports and stations and en-route to ensure compliance with operating specifications on the adequacy and efficiency of the equipment and personnel.
- Review the AOC certification process to ensure that the certification system for the issuance/renewal of AOCs and operations specifications is comprehensive and includes all the procedures, inspections, authorizations and approvals that have to be performed as well as covering those related to the safe transport of dangerous goods by air.
- Conduct a recertification of all AOC Holders, as required, to ensure compliance with international standards and national regulations.
- Responsible for developing regulations and procedures as required. Assess the qualifications / experience / training, conducting examinations / flight tests and interviews for the purpose of issuing and renewing licenses / ratings / certificates for pilots.
- Review all CAA -OPS related regulations, checklists, procedures and forms and be responsible for preparing it for ICAO onsite audit (full audit).
- Approval of institutions, flight training academies, training centres and individuals to carry out specific tasks related to training and licensing.
- Review of important documents for operators (operating manuals, training, etc.) to ensure completeness and compliance with the regulations.
- Advise on and assist with supervising the review, revision and approval of operations manuals, aircraft operating manuals, minimum equipment lists, flight crew and cabin attendant training programmes, etc.
- Assist with the development and execution of daily ramp inspection, an annual flight operations surveillance Programme (audit and/or inspection).
- Implementation of regulations for flight operations.
- Review of operators training programs for their certified technical staff including emergency evacuation training, adequacy of facilities, equipment, procedures, and overall management to ensure safe operation of aircraft.
- Inspection and approval of aircraft simulators.
- Responsible for conducting investigation of aircraft incidents as appropriate.
- Review of operating specifications for approval.
- Inspection of flight crew members to ensure their compliance with regulations.
- Training of State counterparts in the flight operations activities. Assist with conducting workshops and providing on-the-job training to flight operations inspectors to qualify them in the full range of tasks related to airline flight operations inspection.
- Assist in conduct seminars and briefings on pertinent aviation topics for pilots and airline officials.

- Performs other related duties, as required.

- Discharge the duties of a Flight Operations Inspector for the CAA.
Work Relations and Contacts
The incumbent establishes relationships, contact and coordinates with internal and external aviation stakeholders such as CAA professional, technical personnel from airline companies and managers.
