Primary Responsibilities:
Under the direction of assigned supervisor, The Field Services General Foreman directs the daily Field Service and Meter Operations. Responsibilities include managing the installation, maintenance and testing of all meter assets; repair of appliances and HVAC systems; meter reading, and service activation and shutoff.
Essential Job Functions:
- Oversees the daily work of a team of service and meter technicians to provide timely, quality service in the field for NPU’s gas, electric, water and sewer customers, including gas appliance and furnace repair, meter installation, and service activation and shut off.
- Defines, schedules and manages all work of assigned team.
- Manages team to ensure timely, accurate readings and transfer of data to the billing system.
- Sets quality and productivity standards for the field services team and reviews completed work orders and reports to ensure standards are met.
- Works with engineering to define meter and regulator requirements and select appropriate revenue meters for applicable services.
- Develops strategies to maintain accurate metering and correct use of metering data for planning and billing purposes. Schedules and oversees installation, testing and maintenance of meters by in-house personnel and outside vendors as needed to control costs and meet accuracy objectives.
- Monitors unaccounted for product reports on a regular basis to uncover potential metering
- Motivates and develops staff by utilizing performance management, progressive discipline and employee recognition programs. Reviews and approves payroll in accordance with collective bargaining agreements.
- Defines, schedules, and assesses ongoing technical training to ensure that all technicians are able to work safely and provide quality customer service for all services.
- Assists service personnel to resolve difficult repair problems.
- Assists with developing and operates within annual capital and expense budgets.
- Develops plans and maintains sufficient inventory levels for metering and repair work to control carrying costs while meeting customer expectations for timely service.
- Handles customer complaints and concerns in a timely and effective manner.
Other Related Duties:
- Be available nights and weekends occasionally to provide support for customers and employees.
- Works with management and fellow employees to identify and correct health and safety concerns
- Participate actively in the NPU occupational health and safety program and promote safe practices for all NPU workers.
Qualifications
- Bachelors Degree in business or technical field related to the job duties from a recognized college or university and a minimum of two (2) years of experience in a supervisory field service role.
- An Associate Degree in business or technical field related to the job duties and six (6 ) years progressively responsible experience in customer service or field service with at least three (3) years of supervisory experience may be considered in lieu of a Bachelors Degree.
- A minimum of eight (8) years utility experience in progressively responsible positions specifically related to these duties may be considered in lieu of formal education.
Knowledge, Skills and Abilities:
- Basic understanding of the properties of natural gas, water, and electricity and able to read, understand and explain gas, water, and electric safety and public health codes.
- Working knowledge of the hazards and safety precautions of the work performed.
- Demonstrated aptitude for learning and keeping up-to-date with rapidly changing technical information.
- Ability to develop cost effective quality control policies and procedures.
- Ability to assist staff as needed in various physical tasks including troubleshooting appliances and testing and repairing meters, meter accessories and regulators.
- Solid electronics background with emphasis on control wiring and reading electrical wiring schematics.
- Understanding of service pricing principles and utility billing practices and procedures.
- Basic understanding of work flow processes, process improvement techniques and quality management practices.
- Ability to motivate personnel in a fast changing environment.
- Ability to assess employee performance, coach and train employees and maintain good employee relations.
- Ability to establish and maintain effective work relationships with NDPU employees at all levels, customers, suppliers, and relevant external contacts.
- Ability to interpret expense reports, develop budget requests, and manage projects and operations within budget.
- Demonstrated willingness to take risks and seek innovative solutions to customer and operational issues.
- Demonstrated ability to operate within established policies, practices, and regulations.
- Ability to operate personal computers and software, with mínimal clerical support.
