This is a full-time position located in Augusta, ME, that allows for partial telework with management approval.

Core Responsibilities:
This is professional services work primarily responsible for representing the Office of Aging and Disability Services (OADS) in administrative appeal hearings regarding actions taken by OADS as part of the administration of OADS programs. Secondary responsibilities may include assisting the unit with policy analysis and research. The position sits within the OADS Policy and Program Development unit and reports to the Policy Manager.

As the Hearings Representative for OADS, you will:

• Represent OADS in administrative hearings, presenting the best possible case that the Department took the correct action regarding programs or services.
• Perform administrative duties to organize, track, document and coordinate in preparation of administrative hearings.
• Evaluate materials for inclusion as evidence.
• Participate in pre-hearing conferences.
• Prepare and submit exhibits to be used during hearings.
• Present motions and make objections.
• Write closing statements.
• Interpret OADS and MaineCare rules and conduct legal research.

Hearings are conducted in accordance with M.R.S. Title 5, Chapter 375: Maine Administrative Procedure Act and the Division of Administrative Hearings regulations at 10-144 Department of Health and Human Services, Chapter 1.

In addition to the duties related to administrative appeal hearings, this position may assist with other policy-related duties, including, but not limited to:

• Assisting with policy research and analysis.
• Assisting in monitoring and keeping abreast of current and proposed federal and state laws, regulations, policies, and rules that impact or potentially impact OADS programs and operations.
• Tracking, monitoring, and leading projects, as assigned.

Minimum Qualifications:
A Bachelor’s Degree in Public/Community Health, Health Administration, Health Sciences or Health Education; Public Administration, Government, Social Work, or a closely related field and three (3) years professional experience in the planning, development, coordination and/or evaluation of health programs or services -OR- an equivalent seven (7) year combination of education, training, and experience.

• An advanced degree in a related field, such as public policy, public administration, or law
• Experience with administrative hearings and/or litigation.
• Experience in regulatory compliance work.
• Experience with and knowledge of OADS programs and/or other health and human services programs.
