The primarily responsibility of the generalist procurement Business Partner role is to ensure liaison between Procurement and Tiktok business/product teams within the dedicated cluster of countries/markets. The position is to act as the procurement POC to manage the end-to-end procurement process and cultivate strong partnerships, whilst executing regional/global buying strategies “Sourcing to Contract” for own-responsible cluster of markets to ensure the effective and quality general procurement service in support of business speed-to-market.
This also includes driving procurement compliance, managing commercial risk, delivering fair costs for the organisation, and negotiating the cluster/country agreements including prices and terms.
In this role, you will be working in a business environment that is fast moving, highly growing, and constantly changing. The jobholder should be able to embrace ambiguity, meanwhile generating close collaboration across teams and constantly evolving procurement approaches that fully address procurement challenges and solve complex business problems.

General Accountabilities
- Develop cluster/regional centric procurement strategies and transformational change plans, including defining buying channels, supply base profiles, purchasing policies, SRM program, lead innovative solutions to increase the procurement capacity and evaluate the market trends for services.
- Lead to implement procurement strategies via close collaboration with regional procurement offices across Tiktok business areas whilst ensuring effective risk mitigation strategies are defined and executed into actions.
- Ensure procurement governance in collaboration with business teams, and monitor value creation goals and adoption of best practices into procurement P2P processes.
- Manage TCO models for the across-category portfolios and ensure full alignment of procurement plans and strategies adherence to business priorities and functional objectives.
More Specifics
- Manage general procurement spend and business requests, including supplier qualification, selection/sourcing, SOW and SLA and KPI performance management
- Manage procurement E2E operational activities to handle PR/Acceptance/Payment to suppliers
- Exposure in collaboration with company regional/HQ procurement team.
- Engage with internal stakeholders and responsible for internal compliance, cost saving, and customer satisfaction
- Collaborate with regional/HQ to continuously optimise procurement process, WoW, ensuring that it reflects the local situation whilst delivering procurement efficiency to the business.
Category Focus
The individual will focus to deliver the general procurement services and manage the across-category spend portfolio.
In addition, the position will align the strategies throughout the organisation, review and strengthen current processes and organisation further to manage regional/global projects and supply resources in achieving the sourcing objectives and goals.
Skills and Experience Expected
- Have strong experiences and are perfectly familiar with strategic sourcing and procurement
- Able to work in a very dynamic, ambiguous environment, with time pressures and to influence stakeholders immensely.
- Well-versed in professional procurement processes and demand management, with strong ability on supplier sourcing development, and supplier management/SRM capability.
- Good communication and negotiation ability, strong data analytical and logic reasoning ability.
- Critical and active thinking to embrace changes and relentlessly look for breakthroughs as a change agent to deliver successes.
- Able to travel within the dedicated cluster of areas and Europe (as per business request).
- Native speaker of local language, and fluent in English, required by the scope of role; and any other language is an asset.
- Degree qualified (or equivalent)
- Preferably a fully qualified member of CIPS
