The Registrar directs and oversees the execution of all strategies, policies and programmes as well as system processes and procedures and ensures this is in alignment with legislation and the strategic objectives of the client
The Registrar provides leadership and oversight to all aspects of the Office of the Registrar.
The Registrar plays a critical role by:
- Effectively managing the maintenance and integrity of all student academic administration functions
- Advising on policy matters within the HEI framework and thereby ensuring compliance with DHET and CHE etc. regulations
- Ensuring the seamless integration of all student-related functions across the entire institution o Developing strategies for the maintenance and upgrading of academic information infrastructure
- Overseeing the quality assurance of all areas ranging from student registration up to the certification of students
- Providing examination services guidance and leadership
- Providing support services to the Academic Board
- People management of all reports within the Office of the Registrar
Requirements:
- A minimum of 10 years of managerial experience as a Registrar or closely related enrollment management at a higher education institution
- A bachelor’s degree is required, master’s degree preferred
- Excellent research, written, verbal and interpersonal communication skills
- Attuned to detail and insistent on correct information and data, both verbal and written
- Experience with student information systems; development of reports, plans and budgets, and regulations related to student records
- Demonstrate experience to manage complex operations and systems
Essential Functions
- Recommend and participate in the implementation and development of the clients policies and procedures regarding student registration, records, student identification systems, class schedules, certification and graduation requirements
- Chair the RPL Committee and prepare reports on the RPL students for the Academic Board
- Ensure the integrity, accuracy, and security of all academic records of current and former students, and facilitate an effective student registration process
- Manage efficient academic transcript evaluation and processing
- Partner with the Head: Student Compliance to oversee the plagiarism and examination transgression policy, procedures and inquiries
- Partner with the Head: Student Compliance to develop and maintain audit processes for the certification of students for admission and graduation/graduation clearance
- Partner with all stakeholders to ensure that all graduation ceremonies meet the various requirements and policies, resulting in such graduation ceremonies having been duly concluded
- Verify the clients qualifications as required from external sources such as MIE and SAQA, ensuring the POPIA act recommendations are complied with
- Maintain up-to-date course schedules on SIMS
- Develop and implement final examination timetables
- Interpret and enforce academic policies and regulations
- Keep abreast of operational and reporting trends, regulations, and technology solutions for improving the efficiency and effectiveness of the Registrar's office
- Serve as the Academic Board Coordinator, co-ordinate minute keeping and meeting planning
- Prepare Result Verification data, set meetings and coordinate such meetings and minutes resulting in the implementation of all decisions taken
- Maintain accurate curriculum management systems and publish all relevant information in the Student Yearbook
- Maintain and upgrade the institution’s academic information infrastructures including academic records archives, online student database and other electronic databases and information systems
- Establish and implement short-term and long-term department goals, objectives, policies, and operating procedures; monitor and evaluate program effectiveness; effect changes required for improvement
- Develop and prepare for publishing major institutional information documents including, but not limited to registration forms, Student Yearbook, Prospectus and policy documents
- Recommend and participate in the development of institutional policies and procedures; may serve on institutional planning and policy-making committees
- Collaborate with representatives of the DHET and CHE and fellow HEIs on the development and implementation of new policies, requirements, and practices
- Generate data for various reports such as throughput rate and data for the annual DHET report
- Attend annual Registrar Imbizo organised by the DHET and HESA
- Upgrade professional knowledge, evaluates new technologies and recommend implementation as appropriate.
