JOB PURPOSE

Provision of expert support and advice to local government, ensuring representation of an informed local government perspective on various policy matters related to Sustainable Human Settlements at both national and provincial government levels and manage THE COMPANY policy and programme interventions in the area of Sustainable Human Settlements at a national level.

  • To guide, support and provide expert advice to municipalities in the area of Sustainable Human Settlements so that local government may discharge its responsibilities.
  • Provide support towards the development and training in the area of Sustainable Human Settlements to build capacity in municipalities;
  • To undertake research, analysis, monitoring and evaluation in order to inform policy and support initiatives;
  • Develop guidelines to assist municipalities in complying with applicable legislation and policies;
  • To represent local government in the development of national and even global policy and legislation in the area of Sustainable Human Settlements in order to ensure that the local government perspective is taken into account in such;
  • To undertake benchmarking and knowledge sharing of best practices to ensure effective service delivery within a local municipal context;
  • To participate in the THE COMPANY governance structures in order to ensure that THE COMPANY positions are appropriately mandated;
  • Be an expert resource in the area of Sustainable Human Settlements to the Provincial Municipal Infrastructure and Services Programme Managers so that they may adequately support and advise municipalities;
  • To mobilize resources to implement THE COMPANY initiatives and programmes in the areas of Sustainable Human Settlements;
  • To input in the directorate business planning and reporting processes as to ensure that THE COMPANY’s work in the area Sustainable Human Settlements is aligned to the broader THE COMPANY business strategy and budget processes.

Qualifications & Experience:

  • The Specialist should have an appropriate post -graduate university qualification and/or other relevant tertiary education.

Experience:

  • Five years’ experience in local government and Sustainable Human Settlements sector at management level.
  • Policy and legislative processes and government.
  • Policy research, analysis, monitoring and evaluation.
  • Management of policy processes and programmes.
