Senior Project Manager

A position exists within the Tirisano Construction Fund team for an accomplished senior project manager (preferably a professionally registered built environment engineer, quantity surveyor or related profession) with proven strong project management capabilities. This position will be based on a five-year (60 month) performance-based fixed-term contract, through the IDC.
This position will be based on a 6 year fixed-term contract, through the IDC.
The incumbent will be allocated an office at the IDC in Sandton.

Overview of the Fund:
Seven Construction Companies entered a Settlement Agreement with the South African government to establish the Tirisano Construction Fund. The Fund is constituted as a Trust and the Trustees are designated by seven construction companies and Government, plus a Trustee from SAFCEC - as recommended in the Settlement Agreement.
The Settlement Agreement stipulates that the construction companies should collectively contribute R1.5 billion over 12 years (an average of R125 million per annum). The funds will be used for social and economic benefit to the construction industry, in seven programmes as follows:

1. Enterprise Development Programme (EDP): the development and promotion of construction firms owned and managed by Black People through, for example, providing working capital at concessional rates;
2. Engineering Bursaries Programme (EBP): providing bursaries to previously disadvantaged persons studying engineering, building science or quantity surveying at a tertiary institution, principally based on mentorship programs guaranteeing future employment for such previously disadvantaged persons in the Construction Companies, to the extent feasible at the time;
3. Construction Occupations Development Programme (CODP): providing bursaries to previously disadvantaged persons being trained as artisans and/or the equivalent level of construction occupations, principally based on mentorship programs guaranteeing future employment for such previously disadvantaged persons in the Construction Companies, to the extent feasible at the time;
4. Basic Education Programme (BEP): supporting and enhancing mathematics and science education at public schools;
5. Social Infrastructure Programme (SIP): promoting social and economic welfare, including funding social infrastructure build programs for student accommodation, health clinics, rural bridges and sports fields at public schools;
6. Technical Capacity Programme (TCP): funding the appointment of professionals to provide the Government with engineering, project management and other services that assist the Government (and local government), and strengthen its capacity, to design, construct, operate and maintain public infrastructure through, amongst others, the secondment of skilled personnel from organizations operating in RSA; and
7. Professionalising Engineering Practitioners Programme (PEPP): through funding the relevant training academies and/or mentoring institutions which provide a structured development program for graduate engineers, to facilitate such engineers' registration by the Engineering Council of South Africa as "professional engineers" in terms of the Engineering Profession Act No. 46 of 2000.
   Based on a thorough understanding of the significant task of managing the Tirisano Trust, the Trustees recently appointed a full-time CEO and resolved that a technical specialist should be recruited to support the CEO and conduct his/her duties as a Senior Project Manager for the Trust. This position will report directly to the CEO. The incumbent will have certain delegated decision-making powers and will co-ordinate the roles of other supporting staff.

Key functions of the role

The key functions will be to:

• Develop and / or refine all aspects of Programme Management (including Calls for Proposals and Bid Windows) for the seven programmes of the Trust;
• Manage contracting and execute tight contracts management controls (incl all aspects of procurement as required by IDC and/or Board);

• Develop and implement operational systems, processes and procedures for efficient management of the Fund:

• Develop and implement suitable processes and systems to conduct pragmatic project and programme monitoring and reporting, to reduce the reliance on external consultants and ensure that all reporting to stakeholders can become efficient and semi-automated;

• Manage the Consultants to the technical work streams, including:

• Set and agree performance targets for all obligations;

• Define and conclude contracts and/or other agreements (eg Service-level agreements), scrutinise submitted certificates for payment before recommending for signature by the CEO and subsequent payment by the IDC, for selected beneficiaries of funding under the Tirisano programmes and based on achievement of contractual milestones;
