As a Procurement Lead, you will be responsible for overseeing procurement and commercial management activities and providing support to the Procurement Manager/Senior Procurement Lead. Your role will be pivotal in developing tender documentation, managing supplier relationships, and ensuring efficient procurement processes for a multi trillion dollar construction project.
Description
The Procurement Lead plays a crucial role in the procurement department, contributing to the success of the projects by ensuring effective sourcing, evaluation, and awarding of contracts. This position requires strong expertise in procurement concepts, contract management, and supply chain processes.
Role and Responsibilities
- Develop tender documentation and pre-qualification materials to ensure accurate and comprehensive procurement processes.
- Assist in the development of evaluation templates and models to facilitate objective supplier assessments.
- Run RFPs (Request for Proposals) with a well-identified supply base to secure competitive bids.
- Collaborate in the development of commercial and technical evaluation methodologies to enhance decision-making.
- Develop evaluation resourcing and progress documents for effective project tracking.
- Prepare guidance documents and pro-forma excel analysis templates for evaluation teams to streamline evaluation procedures.
- Create draft report templates to summarize evaluation outcomes and recommend award decisions.
- Establish TER/TEAR (Total Evaluated Rate/Total Evaluated and Approved Rate) for low-value purchases to optimize cost-effectiveness.
- Provide support in approvals and release of Purchase Orders (PO) to ensure timely procurement.
- Monitor open Purchase Orders (PO) and ensure their timely closure after satisfactory completion.
- Coordinate with suppliers to confirm and facilitate the smooth transfer of Purchase Orders (PO).
- Act as the first escalation point for supply/payment issues and ensure timely payments to suppliers.
- Monitor supplier performance to achieve targets and identify opportunities for supply chain improvement.
- Collaborate with other client sectors and departments as required to ensure seamless procurement processes.
- Identify cost reduction opportunities and lead efforts to improve procurement efficiency.
- Offer technical advice on supply and logistics arrangements to enhance procurement, clearance, storage, and distribution of supplies and equipment.
- Evaluate supply operations and control mechanisms, providing guidance on necessary actions.
- Prepare status reports for budget reviews, schedule analysis, annual reports, and other requirements.
- Ensure the quality and timeliness of critical deliverables and communications.
Qualifications & Experience
- Minimum of 5-8 years of experience in Procurement organizations, with at least 5 years in managing/leading project procurement.
- International and Middle East experience is advantageous.
- Expert knowledge of procurement concepts, processes, activities, and trends.
- Experience in developing contracts and managing vendor relationships.
- Proficiency in drafting contract documents across various project lifecycle stages (e.g., SOW, Charter, progress reports, Gantt charts, etc.).
