Facilities Manager - TSS

JOB PURPOSE

BAE Systems is the UK Government’s nominated Prime Contractor under the Government-to-Government arrangements that are in place to provide equipment, support and training to Saudi Arabia. We provide maintenance of Royal Saudi Air Force (RSAF) aircraft and train RSAF personnel safely in a training environment in how to use their aircraft, equipment and weapons.

JOB ACCOUNTABILITIES

  • The Job Holder is responsible for the delivery, control and contract performance of the TSS Facilities Operations & Maintenance (O&M) and refurbishment subcontracts in Dhahran.
  • The Job Holder will liaise with the RSAF customer stakeholder representatives, O&M, construction and IT sub-contractors together with other BAE Systems (Operations) Ltd Lines of Business, to ensure the TSS subcontracts are delivered to the agreed KPIs, milestones, mandatory safety governance and in accordance with SBDCP customer expectations.
  • The Facilities Manager will ensure that all aspects of the Facilities and Infrastructure subcontracts are fully defined and understood by all stakeholders to ensure customer requirements are achieved in accordance with all business and commercial criteria, together with BAE Systems corporate governance. Moreover, the job holder will ensure that these plans are consistent with overall programme requirements and deliver against agreed KPIs, construction timescales that contribute to the contracted TSS milestones.
  • The Facilities Manager will lead, control and monitor the facilities and infrastructure sub-contracts to ensure that the contractual requirements are being met and critical year end service provision milestones are achieved. The Facilities Manager will also chair regular reviews, reporting on progress against O&M service, construction/upgrade programmes and, where necessary, intervene to resolve issues that threaten TSS service delivery. To achieve this it will be necessary to ensure that the Facilities and Infrastructure sub-contracts adhere to all BAE Systems (Operations) Ltd policies, procedures and safety governance in order to minimise risk and maximise opportunity.
  • The Facilities Manager will manage the facilities and infrastructure supplier performance in accordance with 21st Century Supply Chains (SC21) guidelines together with Base customer stakeholder relationship. The role will ensure that Facilities and Infrastructure resources possess the required and capability to effectively deliver the facilities service in accordance with TSS contractual requirements.

RECRUITMENT SPECIFICATION
- Essential:
o Knowledge and experience of undertaking and delivering business within a Defence contracting or military service environment in KSA or the Middle East.

o Experience in project management within the industry/sector knowledge; leading significant and diverse projects, with an understanding of all parts of the business lifecycle.

o Experience of managing Customers, Contractors, Vendors, and teams in the delivery of complex project requirements to cost, schedule and quality.

o Degree qualified or extensive Facilities Management experience working in a military environment.
- Desirable:
o Proven experience in Project, Programme, or Portfolio Management in a relevant sector.

o Extensive support industry/sector knowledge (leading significant and diverse military support management projects and teams from a senior position with an understanding of the business lifecycle, in particular, the in-service support phase.

o Experience of Service Delivery in a military aviation environment and management at a senior level including associated governance requirements.

o Experience in a management team in a large multi-national complex programme.

o Understanding of RSAF operational doctrine at operating base locations.
