We are looking for a Quantity Surveying Manager who will be responsible to support in the delivery of Serco’s contractual obligations by ensuring the successful implementation of the project.
The purpose of the project under this contract is to provide consulting and management support to a Ministry in KSA with the necessary tools to manage and maintain assets and facilities, through improving activities to meet service requirements, developing business strategies that ensure reducing costs of the life cycle of assets, and improving practices to increase efficiency and effectiveness. It includes but not limited to long-term management of assets, facilities, resources and services to improve performance, reduce costs and manage the life cycle. In brief, the scope is for the provision of consulting, technical, management and administrative support for facilities and asset management works.

This role will be based in Riyadh.
Key accountabilities
Prepare accurate cost estimates projects under portfolio.
Analyze project specifications and drawings to determine the quantity of materials and labor required.
Utilize cost databases and industry knowledge to ensure estimates are realistic.
Develop and manage project budgets in collaboration with other managers and team members.
Monitor project costs and expenditures against approved budgets.
Provide regular financial reports to management.
Lead and manage a team of quantity surveyors, estimation managers and estimators.
Liaise with the client to understand their requirements and expectations.
Provide regular updates on project costs and financial status.
Address client queries and concerns related to quantity surveying matters
Accountable for the accuracy and reliability of cost estimates and budgets.
Responsible for managing project finances within approved budgets.
Accountable for cost-related decisions impacting project profitability
Accountable for meeting client expectations regarding cost management.
Responsible for effective communication with client on quantity surveying matters.
Preparing an initial development budget to be included in the facilities that includes all expected costs of operation and maintenance planning and facilities management, including, but not limited to, employees, consultants, contractors, labor, site supervision, materials, inventory management, installation, groundwork, temporary works, safety procedures, security, transportation of facilities, general expenses, emergencies, taxes, tariffs, fees, permits, financing costs and any other costs necessary to implement and develop the tasks and works of operation and maintenance contracts.
Conducting periodic cost checks - as needed - from time to time and provide advice on costs.
Preparing and updating monthly development cash flow expectations.
Participating in developing and implementing change control procedures
Ensuring that payment requests are submitted in accordance with the terms of the concluded contract in terms of timing and form, and include all necessary material outcomes, information, documents, etc.
Ensuring that all necessary conditions for payment are met (such as current insurances, reports, etc.).
If payment requests are materially inconsistent with contract requirements, the consultant must reject such requests and return them to the issuing authority within the times specified in concluded contracts or agreements, with a written statement addressing the areas of non-compliance and necessary corrective actions.
Manage the verification process of all payment requests from the consultant (outsourcing consultants) and operation and maintenance contractors

Knowledge
- In-depth knowledge of quantity surveying/cost planning methods, concepts, and tools.

- Ability to interpret and analyze large volumes of data in a concise and accurate manner.
- In-depth knowledge of financial and costing reports
Education & Qualifications Bachelor’s Degree in relevant field is mandatory
