The Government of Nigeria has committed to the attainment of the United Nations Agenda 2030 on Sustainable Development Goals (SDGs). While good strides have been made in developing the relevant institutional frameworks such as the Nigeria Integrated Sustainable Development Goals (iSDGs) and the re-alignment of the National Statistical System (NSS) to effectively guide the implementation of the SDGs in Nigeria, progress on the SDGs is varied.
Therefore, the primary focus of the Nigeria Country Engagement Plan (CEP) for Tax for SDGs is therefore suggesting building human and institutional capacity for additional tax revenue mobilization and improved public finance towards achieving Nigeriaâs development aspirations, including the SDGs. Following consultations with the Ministry of Finance, Budget and National Planning (MFBNP) and the Federal Inland Revenue Service (FIRS) vis-à -vis findings from the Integrated National Financing Strategy (INFS), this CEP proposes activities to support revenue mobilization authorities build both human and institutional capacity, especially technological capacity, that can lead to improved revenues for development. By enhancing domestic revenues, UNDP envisions that Nigeria will be able to implement its national, regional and global development agendas. Accordingly, the implementation of the CEP which kicked off in 2022 seeks to support Nigeriaâs federal and state governments and the people of Nigeria to address the issues of tax evasion due to trust deficit, non-digitalized tax systems leading to leakages and inefficiencies, ineffective tax incentives and illicit financial flows. It also seeks to make stronger the connection between development financing and taxation with the main outcome of ensuring SDG-aligned tax regimes, policies, and frameworks in Nigeria. It is recognized that a diverse group of stakeholders drive national tax policy and its administration, and accordingly, the implementation of the CEP will also be connected to the ongoing reform processes undertaken within the Integrated National Financing Framework (INFF) led by the Government of Nigeria. Support under this CEP will be prioritized for areas suggested by the Government in Nigeria and already identified by UNDP Nigeria through the INFF Development Finance Assessment (DFA) and Integrated National Financing Strategy (INFS).
Scope of Work
UNDP Nigeria is seeking a Tax for SDGs National Coordinator to effectively manage and support the ongoing implementation of the UNDP Tax for SDGs Initiative and provide support to UNDP Nigeria on tax related engagements as part of the agenda of financing the SDGs in the country.
Key Duties and Accountabilities

1. Strategic and Multi-Stakeholder Engagement:Â
Support the Head of Inclusive Growth Pillar in embedding the UNDP Tax for SDGs Initiative in UNDPâs broader INFF and SDG finance portfolio in UNDP Nigeria. Lead implementation and multi-stakeholder engagement for the project in Nigeria including engaging with tax experts, bilateral, regional and multilateral organizations, governments (central and local governments). Support UNDP Nigeria in building strategic alliances and partnerships with governments, think tanks, academic institutions, development partners and others to expand UNDPâs work on tax and fiscal policy. Work with the Head of Strategic Policy and Inclusive Economic Growth (SPIEG) unit to support UNDP COs to learn from the Nigeria experience in designing and implementing Country Engagement Plan (CEP) and in their broader engagement on tax and fiscal policies within the overall project. Provide a secretariat and technical support to the Development Partner Group on Tax or Public Finance Management.
2. Policy and Programme Coordination:
Analyze local context and identify potential synergies with UNDPâs policy and development work in-country at national/federal/ sub national level and map out emerging trends and opportunities for the region. Provide technical
