Parsons is seeking a highly experienced Manager-Procurement to join our team for a large-scale infrastructure construction project. The Procurement Manager will play a pivotal role in overseeing and managing the project procurement process from start to finish. This position will be responsible for the sourcing, negotiating, and securing high-quality materials, equipment, and services needed for the successful completion of the project.
Key Responsibilities:
- Develop and implement procurement strategies aligned with project objectives, considering factors such as cost, quality, availability, and supplier reliability.
- Identify, evaluate, and select potential suppliers/vendors based on their capabilities, track record, and ability to meet project requirements.
- Build and maintain strong relationships with suppliers to ensure timely delivery of goods and services.
- Lead negotiations with suppliers to secure favorable terms and conditions, including pricing, payment terms, delivery schedules, and service level agreements.
- Oversee the end-to-end procurement process, including requisition, approval, purchase order generation, and receipt of goods/services.
- Identify potential risks and develop mitigation strategies to minimize disruptions to the procurement process and proactively address issues related to supplier performance, quality issues, and supply chain disruptions.
- Monitor procurement budgets, expenditures, and variances to ensure compliance with project financial targets.
- Identify opportunities for cost savings and value optimization.
- Prepare regular reports and analysis on procurement performance, including key metrics such as cost savings, supplier performance, and procurement cycle times and use data-driven insights to drive continuous improvement.
- Collaborate closely with other departments, such as engineering, construction, finance, and legal, to align procurement activities with project requirements and objectives.
- Provide leadership and guidance to the procurement team.
Qualifications:
- Bachelor's degree in business administration, supply chain management, engineering, or a related field.
- Professional certification (e.g., CSCP, CPSM) is a plus.
- Proven experience (15 years) in procurement, sourcing, or supply chain management, preferably in the construction or infrastructure Projects with minimum 5yrs+ experience in GCC (KSA experience ideally).
- Strong negotiation skills with a track record of achieving cost savings and favorable terms with suppliers.
- Excellent analytical and problem-solving abilities, with the ability to make data-driven decisions.
- Familiarity with procurement software/systems (e.g., ERP, e-sourcing platforms) and proficiency in Microsoft Office Suite.
- Strong communication and interpersonal skills, with the ability to build relationships and influence stakeholders at all levels.
- Proven leadership experience, including the ability to lead and motivate a team towards common goals.
