_ Objective:_
The objective of this assignment is to support the policy and structural reform needed at MoSS related to case management reform, alternative care implementation, social service workforce reform, and child-related legislative review. As well as provide additional support and advice as needed to protection stakeholders on issues related to law and policy reform within this context of case management, child rights, and violence against children.
_ Methodology:_
The consultant will carry out this assignment through:
- Inception planning phase and execution of scale up process through proposal design, action plan, implementation guidelines in accordance with international standards, and carry out consultations with MOSS
- Technical supervision on implementation of case management system centrally and support in field roll out in selected governorates.
- Regular field support: field visits to support advocacy with MOSS governorate administrations in the field and provide technical support to supervisor teams.
- Technical coordination and support to exchange visits and case conferences between governorates.
- Conducting research to develop recommendations for policy reforms.
ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE:
Case Management
- Provide technical support in mainstreaming case management methodology across MOSS functions.
- Provide technical contribution in developing the case management SOPs in MOSS and across other non-MOSS functions.
- Provide technical support in social care system reform.
Alternative Care
- Provide technical support in finalizing the alternative care law and its secondary legislations, including the social impact of the law.
- Contribute in operationalizing the alternative care strategy and implementation plan.
- Contribute in developing alternative care arrangements and they regulating bylaws and SOPs.
Violence against Children/ Harmful Practices:
- Design and deliver workshops/roundtables for different national stakeholders on issues related to violence against children and harmful practices.
- Contribute to legal analyses and recommendations for policy and legislative reforms related to violence and harmful practices.

Services and stakeholder coordination
- Support at the field level operational coordination of Child Protection Centre in Alexandria with MoSS Case Management team and local CPCs
- Support regular case management platforms for protection stakeholders in Alexandria.
- Support documentation exercise of service centre model in Alexandria as best practice.
- Develop regular progress reports to monitor implementation of case management scale up.
- Coordinate services provided through the child protection service centre at NFFCD in Alexandria, ensuring operations and partnerships with MoSS CMUs, CPCs, MOJ and EFACC amongst others, are efficient and functional.
- Supporting the role out of the national IMS and coordinating cross-sectoral scale-up.

Conditions of work:
The consultant will be using their own office equipment and resources. Missions to the selected governorates are planned, in accordance with UNICEF policies, and daily subsistence allowances during field missions.
