Church Pension Group (CPG) is a financial services organization located in Midtown Manhattan. CPG was founded in 1917 to provide pension benefits to eligible clergy of the Episcopal Church. Since then, its mission has expanded to include life and disability insurance, health benefits, property & casualty insurance, and publishing.
- The Benefits Compliance Specialistsupports several functions of the Business Compliance unit, including being responsible for the day-to-day compliance function of CPG’s health and disability businesses, coordinating the first-level pension appeals process, coordinating the Benefit Plans Committee meetings, and serving as the CPG HIPAA Contact Person.
**ESSENTIAL DUTIES AND
RESPONSIBILITIES:
- Being responsible for the day-to-day compliance function of CPG’s health and disability businesses, including: reviewing vendor and client documents; participating in RFPs and the vendor selection process; conducting risk-based audits and assessments of business units and third-party vendors; providing regulatory guidance to the Benefits business units, including Benefits Policy; and working closely with the Legal unit.
- Coordinates the first-level pension appeals process, including: conducting research on the underlying facts; researching the applicable plan rules; proposing a resolution to the SVP, Business Compliance; drafting the acknowledgement and decision letters; and obtaining sign-off from the Legal and Client Services units.
- Coordinates the quarterly Benefit Plans Committee meetings, including: setting meeting agendas in consultation with CPG’s outside fiduciary consultant, the SVP, Deputy General Counsel, and the SVP, Business Compliance; gathering and circulating meeting materials to the members of the Benefit Plans Committee; and drafting and finalizing the meeting minutes.
- Serves as the CPG HIPAA Contact Person and supports the development and implementation of the HIPAA policies and procedures, including training, across the enterprise.
- Advances the culture of compliance in CPG’s three lines of business: benefits, property and casualty insurance, and publishing.
- Contributes to the strategic thinking and direction of the Business Compliance unit.
- Acts as a change agent in an ever-evolving business compliance environment
- Effective performance of the essential functions of this position requires regular in-person, on-site interaction with colleagues, both for purposes of relationship building and meaningful collaboration.
- Any other duties as assigned.
QUALIFICATIONS
- To be successful in this role, the incumbent must have the following professional background and qualities:
- Previous experience with one or more of the following areas:
- Health and disability plan compliance, including knowledge of health and disability laws and regulations;
- Knowledge of the benefits appeals process, pension fiduciary rules, health privacy laws and regulations (e.g., HIPAA), and/or benefits taxation;
- Monitoring operational compliance, including the remediation of compliance failures as well as the implementation of compliance controls and quality assurance processes;
- Drafting, assessing, and updating health and disability plan processes, procedures, and system controls; and/or
- Executing periodic risk-based audits and assessments (e.g., independent third-party assessments) to detect compliance issues and errors.
- Strong analytical skills and professional judgment, particularly with respect to assessing compliance risk and controls.
- Strong verbal and written communication skills.
- Strong interpersonal skills and the ability to work collaboratively with colleagues from units across the organization.
- Ability to meet deadlines and to prioritize competing demands from multiple internal and/or external clients.
- Highly organized with a strong attention to detail.
- Availability for occasional business travel including overnight stays.
EDUCATION AND EXPERIENCE REQUIRED
- BA/BS preferred. A combination of education and experience will be considered.
- 3+ years of experience with benefits administration, compliance, and/or regulatory matters.
- One or more of the following degrees or certifications is a plus:
- JD or other graduate degree in benefits administration or compliance;
- Certification in benefits administration or compliance; and/or
- Certification in privacy and/or data security.
- Demonstrated experience in any of the following is a plus:
- Vendor management;
- Risk management; and/or
- Experience with church plans and/or The Episcopal Church.
PHYSICAL DEMANDS
- Extensive use of a computer keyboard is a demand that must be met by the Benefits Compliance Specialist to perform the essential functions of this job successfully.
WORK ENVIRONMENT
