National Fleet Manager

Purpose of the Position

Responsible to provide guidance and support to the Operational teams in terms of executing the Fleet Strategy. This includes management of vendor relationships, in-depth analysis and remedial actions related to fleet health and performance

Key Performance Areas (KPAs)

Provide Fleet Direction and guidance linked to the Strategic Deliverables

  • Provide SME input into the Operational Strategy, both the short term and long term objectives, to ensure the fleet direction meets the overall objectives of the company
  • Establish professional, value-adding, partnership relationships with key national service providers.
  • Based on strategy and research, make recommendations to Senior Management in terms of contractors, in house servicing and outsourcing.
  • Responsible for the fleet mix, make up and capacity of the Fleet.

Fleet process and systems management

  • Implement and manage strategic fleet plans to ensure that the fleet is utilised optimally
  • Direct and coordinate activities Fleet function to obtain optimum use of fleet and fleet subsystems.
  • Formulate and drive compliance to fleet administrative and operational policies, procedures and standards.
  • Recommend capital expenditures for acquisition of new vehicles and/or equipment to increase efficiency and services of Logistics department.
  • Approve requisitions for vehicles, equipment, materials and supplies within set limits.
  • Control the capex related to Fleet within mandated limits.
  • Implements and tracks performance of fleet and maintenance against set benchmarks and strategies
  • Establish and drive awareness campaigns within the entire Logistics in terms of all standard fleet policies, procedures and standards.
  • Manage and monitor all penalties, and introduces measures to control speed violations.
  • Work closely with the Learning Academy and provide Operational requirements in the development of Training material and or assessments for drivers of the fleet.
  • Provide route planning input through key cost drivers and vehicle capabilities.
  • In conjunction with Legal, review all Fleet Vendor contracts and SLAs, submitting the final document to the Divisional

Manager: Business Support for approval

  • Streamline and monitor fuel purchase system with assistance of Fuel Cards for all vehicles and drivers
  • Control the overall fleet register
  • Responsible to review the applicable specification per fleet category, both current and proposed and ensure the mechanics within company are quipped to work on the vehicles
  • Provide reporting to Senior Management in order to measure and track amongst others:

  • Age analysis
  • Fleet mix
  • Capacity

Drive Continuous Improvement Analysis and Execution

  • Monitors and analyses workflow processes, suggests and motivates new improvements and performance benchmarks
  • Review the performance of each category of vehicle in alignment with the operational requirements, Risk mitigation and industry best practice.

Provide input into the Financial

  • Provide input into the Fleet budget
  • Work closely with the Finance team within Operations to monitor and track financial performance of the fleet
  • Provide SME insight into the key financial trends in terms of the Fleet and build measures / action to optimise profitability.

Risk Management

  • Provide input into the review of exiting BCM plans specific to CIT and make recommendations regarding any changes to those plans.
  • Partner with applicable stakeholders to mitigate Operational and Strategic risks with regards to the fleet per site
  • Implement and ensure availability of national vehicle fleet contingency plans.
  • Monitor accident levels, conducting root cause analysis and implement accident prevention measures.

Minimum Requirements: Experience

  • 6-8 years managing a fleet division in a medium to large national organisation
  • Proven vendor relationship management
  • Proven experience in understanding and managing insurance linked to a Fleet

Minimum Requirements: Education
- 3 year B Degree or Diploma in Transport Economics / Supply Chain / Logistics
